Dr. Ashley Coutts helped shape the IMO biofouling standards.
Ashley helped write both the original 2011 IMO biofouling guidelines and the updated 2023 version. He’s worked directly with DAFF in Australia and MPI in New Zealand as they developed their national rules.
So if anyone knows exactly what a port inspector is looking for in a Biofouling Management Plan — it’s him.

ShipCarePro is developed by the same team behind EMCS Industries Ltd., our sister company with over 70 years in the marine anti-fouling space. Led by Trevor Tasker and Cory Wade.
Back in 1955, EMCS invented the world’s first copper-aluminum Marine Growth Prevention System (MGPS) — technology that eventually became known globally as Cathelco. We’ve been dealing with invasive species and biofouling risk long before it became a port state control talking point.

In 2022, EMCS acquired a legacy platform called BMP+, originally developed by Biofouling Solutions in 2020. But instead of slapping a new logo on it, we kept the good, but rebuilt the rest from scratch.
We didn’t just guess what people wanted. We sat down with real vessel managers and operators and built around what they need.
We went live on
